Why Insurance Compliance Must Move Beyond the COI

The IRMI Construction Risk Conference returns October 25-28 at the Gaylord National Resort & Convention Center in National Harbor, Maryland, bringing together the risk managers, brokers, carriers, attorneys and contractors who decide how construction risk gets transferred, insured and claimed.

Across an agenda that covers subcontractor default, builder’s risk, contractual risk transfer, AI and data centers, one question keeps surfacing: when a certificate has been collected, how sure are you that the coverage actually protects the project? One Monday session puts it plainly in its title: “When Compliance Isn’t Coverage.” Here are five themes worth bringing to National Harbor.

Part 1

A COI Is Evidence, Not Proof of Protection

A certificate summarizes coverage. It can’t establish every condition that matters. Requirements, endorsements, exclusions and policy language have to be read together.

📄
A common example

The COI shows the general contractor as additional insured. The endorsement behind it is a blanket form that applies only where a written contract requires it, and only to ongoing operations. The box on the certificate is checked either way.

A strong process answers more than “Was a COI received?” It shows whether the coverage meets the requirement, names the exact gap and keeps the evidence behind the decision. Monday’s “When Compliance Isn’t Coverage” and Tuesday’s “Decoding Additional Insured Endorsements” are good places to pressure-test your own process.

Part 2

Depth and Speed Shouldn’t Be a Trade-Off

Manual expert review is deep but hard to scale across thousands of subcontractors, renewals and project requirements. Basic automation is fast but misses the details that create real exposure. The better model is both: AI for high-volume extraction and comparison, insurance expertise for nuance, exceptions and accountability.

The test isn’t how fast a tool reads a document. It’s whether it produces a decision you can defend without creating a new bottleneck.

Part 3

AI Has to Lead to Accountable Decisions

AI shows up across this year’s agenda, from scenario planning to “When Data Becomes Risk,” a Tuesday session on how AI shapes financial, delay and reputational exposure. For compliance, the useful line is between extracting information and interpreting what it means for the project. When you evaluate an AI-enabled solution, ask:

🔍
Five questions for every AI-enabled solution
  • What insurance evidence is actually reviewed?
  • How are requirements, endorsements and exclusions read together?
  • What happens when confidence is low or the documents conflict?
  • Where does an insurance specialist become accountable for the decision?
  • How is the decision recorded for audit and future review?

The strongest systems make the boundary between automation and expert judgment visible instead of hiding it behind an “AI-powered” label.

Part 4

Finding the Gap Is Only Halfway

Someone still has to explain the gap, contact the subcontractor or broker, get corrected evidence, review the revision and update the record. That’s where internal programs lose time: the technology surfaces the problem, and resolution still runs through inboxes and spreadsheets. Look for one connected workflow:

Request→Review→Decision→Resolution→System of Record

The payoff is fewer handoffs, faster resolution and a clear view of which subcontractors can move forward. With subcontractor default and prequalification both on this year’s agenda, that visibility matters well beyond insurance.

Part 5

Bring the Hardest Exception, Not the Easiest Demo

A polished demo makes every workflow look simple. Construction insurance rarely is. Bring a difficult requirement, an unusual endorsement, a conflicting document set or a stubborn renewal, and ask the provider to show how the system handles it, including escalation, evidence and follow-up. That conversation tells you more than any product tour.

Before You Go

How to Make IRMI CRC 2026 Count

Build your agenda around risk questions. Pick two or three, such as contractual risk transfer, claims readiness, subcontractor default or AI governance, and follow them across sessions. Use the attendee list early. IRMI makes it available in the conference app, so identify priority contacts and request meetings while calendars are still open.

Protect time for the NexTech kiosks. They’re built for focused conversations with ConTech and InsurTech providers, and Monday afternoon and Tuesday’s breaks are the natural windows. Compare operating models, not screenshots: ask who does the day-to-day work, what’s automated, what needs human expertise and how outcomes reach your systems. And leave with three actions: what you learned, what needs a closer look, and what your team should change.
